Environmental Justice was used in the planning process to avoid, minimize, or mitigate disproportionately high and adverse human health, environmental, social, and economic effects on minority populations and low-income populations. Executive Order 14151, has directed all federal agencies to terminate or significantly curtail programs devoted to environmental justice. KIPDA elected to evolve our old environmental justice efforts into something new, under a different title, as an MTP metric known as the Transportation Environmental Impact Analysis. Along with a new title, comes new metrics and methodology as well. Key criteria include the elderly population, disabled, no car households, and poverty percentage. Areas identified as having high percentages of these populations are identified as Transportation Environmental Impact Areas (TEIAs).
